According to sources close to Taiwan handset makers, China is expected to soon announce a set of enforcement rules to liberalize its licensing controls on manufacturing and sale of handsets.

China flagEarlier in October 2007, China's Say Council decided to lift the licensing control, but the ban is still in force due to a lack of enforcement rules.

Last week, officials from China's Ministry of Information Industry (MII) reportedly held a meeting in Shenzhen to discuss details of the enforcement rules in order to facilitate the liberalization process.

Under the proposed enforcement rules, domestic and foreign handset makers or vendors will only be required to apply for permissions for the handsets they plan to introduce into the China market without an operating license. Manufacturers' facilities and products will, however, need to meet inspection and testing requirements and the vendors will need to guarantee the quality of their products and assure to provide after-sales services.

The end result could be an increased competition in the China handset market as domestic vendors, who currently sell white-box handsets without a license, will be able to legalize their operations…

Surviving High School

Vivendi Games' mobile division revealed that the original episodic mobile game franchise, Surviving High School had a breakout year in 2007 with 7.5 million episodes downloaded. The volume of game and episode downloads qualifies the Surviving High School franchise as the most successful original IP in mobile gaming history.

Originally released in 2005, the game soon got its successor - Surviving High School '07. The sequel built on the commercial success of the first title, “building out the game's episodic format and refining its story lines.” During 2007, the game was promoted via a range of Web 2.0 campaigns and viral marketing initiatives, and the game fans even created a dedicated Facebook group.

With the latest release of the Surviving High School game, players enjoy improved graphics, additional characters and new storylines, and can even help shape the game's ongoing plot by submitting their original story ideas online… Official release is available from here.

I'm sure many Nokia fans know who Anina is. Those not familiar should know she's a model, a Nokia Champion and founder of the 360Fashion Network. And now she's launching her own mobile game!

ANINA DRESS UPThe idea behind the Flash Lite based ANINA DRESS UP app is to “bring reality into the virtual environment” — real model, real designers, and real fashion — while at the same time promoting designer talent on a global level.

As an end user, you're invited to discover local brands and new designers ahead of the curve. In addition, the latest insider fashion news from 360Fashion are there to keep you both informed and entertained, all while on-the-go.

On the other end of the spectrum, local fashion brands get global visibility.

Participating designers include London-based, ELEYKISHIMOTO, New York's Chesley McLaren, Holland's Jolina Jolink, Daryl van Wouw, BLUEBLOOD, Jan Taminiau, DFF's Conny Groenewegen, China's Zebra Woods accessories, and Belgian designer Anja Austa.

Back to the game. It's fairly easy and there are few modes of play. One mode involves playing a memory game where your task is to recreate the outfit shown under one minute. In the other mode, you can mix and match your own outfits or download existing ones to Anina's closet. When your new design is ready, upload it to on the web gallery and let the people vote do they like it or not.

UIQ Technology just announced a new version of its platform - UIQ 3.3. Based on Symbian OS 9.3, the new version is primarily focused on enhanced support for operator acceptance, hence the features added grant the upcoming UIQ 3.3 based phones to target broad audience. In addition, the new version brings:UIQ 3.3

  • Opera Mobile 9 which guarantees full web experience
  • UIQ Dashboard with (Opera) widgets support
  • Unified messaging - both SMS and MMS are now under a single roof
  • Java JSR 248 MSA Fullset - Mobile Services Architecture (MSA) support

Both UIQ's owners seem pleased with the new version, with Motorola's VP of Software Platforms & Ecosystem Christy Wyatt saying: “We look forward to supporting UIQ 3.3 in future mobile devices, leveraging its new capabilities to further enhance customer experiences, and working closely with UIQ to provide the essential toolsets to our developer community.” On the other side, Sony Ericsson's Corporate VP and Head of PBU Open Platform Ulf Persson welcomed the release and added they’re “committed to developing and delivering products on UIQ 3.3.”

The Beta SDK (Software Development Kit) for UIQ 3.3 is already available for download from UIQ DevCom website.

Before you begin shouting “it's not real” in the comment box, let me state one thing — you're probably right. Still, the screenshot above is taken from the new Knight Rider series and we're confused nevertheless. Is Nokia trying to tell us something or this is just a work (dream?) of the film cast. I'm hoping the former is true and that soon enough, we'll begin spotting leaked S60 Touch powered devices around the web. WalkingHotSpotTapRoot has launched a new application-service combo called WalkingHotSpot to allow owners of the WiFi-enabled Symbian S60 and Windows Mobile smartphones to transform their 3G data connection into a hotspot. However, unlike similar solutions we've seen — including Joiku for Symbian S60 and WMWifiRouter for Windows Mobile devices — WalkingHotSpot also has a darker, Huge Brother-ish side. In addition to providing an application for the end user, they’re also offering WHS Server, which “provides carriers with the capability to manage and control subscriber accounts, authenticate WalkingHotSpot devices and clients, as well as collect subscriber usage information.” Now, wait a minute I may not want to let my carrier know I'm creating a hotspot out of its 3G network. I've nothing to hide, it's just a matter of principle…

You still can't download the application, but you can sign-up to get an email when WalkingHotSpot is available for download. We have the ability to only hope they'll have hard time pitching mobile operators and we'll be able to use all that 3G data (in case you're on an unlimited plan) to get ourselves WiFi hotspots wherever we are… Full release is available from here (PDF).

Lamborghini headsetGuess we knew this is coming. After seeing the first pics of the Asus ZX1 Lamborghini phone, it seemed natural an appropriate Bluetooth headset will be rolled out alongside the smartphone. And behold, here it is!

There's no Asus branding on this baby — or at least we haven't heard so — rather it's sold under the Tonino Lamborghini brand, which the car maker uses for its watches and leather goods. Apparently Ferruccio Lamborghini's own son Tonino had taken part in the whole design process, providing some input.

As for the specs, expect 6 hours of talk and up to 160 hours of standby time. No word on any special noise-reduction technology, though information we have at the moment are scarce, to say the least. But we do know price and it won't break your bank. For relatively reasonable $70 you'll get a chance to take part in the ragging bull saga…
